User Interface: Key movement in "Setup Basic" is buggy

Description

When pressing "down" in "Setup Basic" this happens:

Close -> Dump
Dump -> (Selection disappears)
(Nothing) -> Ballast
Ballast -> Clean
...

This is due to two buttons on top of each other.
Can be resolved by coupling those into one button...
